Delete Utility

This allows admins to remove a utility from the dashboard.

How to Delete a Utility:

1. Admin clicks "Delete" action on a utility

2. Confirmation modal appears

3. Admin confirms deletion

4. Utility is removed from the dashboard

5. Utility list refreshes, and the deleted item no longer appears
