Create New Utility
This page allows admins to add a new utility to the Download Page.
Input Validation:
All fields must be completed before saving
Maximum of 4 links can be added per utility
Validation errors display inline when fields are empty or invalid
Save button remains disabled until all fields are valid
How to Create a Utility:
Admin clicks "Create New Utility" button
Form is displayed with empty fields
Admin fills in information
Admin input the utility image and adds links (up to 4)
Admin clicks "Save" (enabled only when all fields are filled)
On success, admin is redirected to the utility list
